The Interlocal Purchasing System, better known as TIPS Purchasing Cooperative, began in 2002 as a small regional cooperative of the Region 8 Education Service Center (ESC). While the cooperative has far exceeded the initial vision, Region 8 ESC has maintained its role as the lead agency for what is now a national operation.

Texas purchasing laws require public entities that purchase more than a certain dollar amount in a category for the entire year to competitively bid all purchases for that category. Many schools have adopted local policies and procedures to only make purchases through cooperatives that competitively bid items so that they do not have to be concerned each time they make a purchase if it is in a category that has to go to bid.
PACE Purchasing Cooperative is designed to give its cooperative members additional awarded contract tools to assist their entities in meeting bidding requirements and to save valuable staff resources, finding vendors to assist members in meeting their operation goals, and to save funds when obtaining best value supplies. PACE is created and administered by Education Service Center, Region 13 in Austin, Texas and Education Service Center, Region 20 and the 2013 Purchasing Cooperative in San Antonio, Texas.
Region III Purchasing Cooperatives provide its members the benefits of lower costs for quality goods and services, reduced administrative burden and costs, option to purchase via the internet and from regional vendors, receive purchasing services that address the local needs, and be in compliance with federal and state purchasing statutes.

The Goodbuy Purchasing Cooperative was created in 1992 to offer its membership a unique and beneficial opportunity to purchase goods and services from contracts that meet State Competitive Bidding Requirements, thus saving them valuable time and resources: During the term of each commodity or service contract, member school districts may place their purchase orders directly with an authorized vendor for the various goods and services that they may require, without going out for bid.
Region 7 ESC Purchasing started in 1994 with the collaboration of Region 7 ESC and several East Texas School Districts in efforts to procure competitive copy paper pricing for all educational members by satisfying the requirements of State of Texas Education Code Chapter 44. The ESC-Region 19 Purchasing (Allied States Cooperative) is a national governmental purchasing cooperative which competitively bids and awards contracts to local, regional, and national vendors in compliance with local, state, and federal procurement laws and regulations.
